Deviantart - a web service that displays art and gives budding artists a chance to meet others with like interests

TeenInk -  a national teen magazine, book series, and website devoted entirely to teenage writing, art, photos and forums.  Students must be age 13-19 to participate, register and/or submit work.

Comics

Anime Turnpike - Index to thousands of websites on Japanese Animation, such as Dragonball Z and Sailor Moon.

Comic Book Resources - News, Reviews, and Links to comic related information.
 
DC Comics - Homepage for the company that produces Superman and Batman.
Manga Tokyo University - The site has great tutorials on drawing Manga characters. It features characters from Dragon Ball Z, Ranma ½, Tenchi Muyo, etc.

Marvel Comics - Homepage for the company that produces such well-known characters as Spiderman and the X-men.

No Flying, No Tights - A website that reviews all genres of comic books and graphic novels with separate areas designed specifically for teens, kids, and adults.

Tokyopop - The leading youth-oriented entertainment brand and an innovator of manga creation, with a revolutionary artistic vision that transcends countless platforms.

Warner Brothers Animation - In addition to news about the company, it has a nice overview of the animation process. 

Webcomics

MegaTokyo - "Piro and Largo, two American gamers, travel to Tokyo on a whim and find they can't afford tickets home."

Foxtrot - a comic strip centered around the chaotic Fox family with its three kids, two parents and a perpetually hungry pet iguana.
